Haroldo Jacobovicz and the Evolution of IT Solutions in Brazil’s Public Sector
The relationship
between technology and public administration in Brazil has transformed
dramatically over recent decades. Haroldo
Jacobovicz has played a notable role in this transition through strategic
ventures addressing specific challenges of governmental technology adoption.
Early
Recognition of Public Sector Technology Needs
After seven years at
Military College and four and a half years studying Civil Engineering at the
Federal University of Paraná, Haroldo Jacobovicz might have followed his
parents’ path in civil engineering—his father Alfredo was an engineer and
professor, while his mother Sarita was among the first female engineers in
Paraná. Instead, he identified emerging opportunities in information
technology during the 1980s.
His professional
journey included valuable experience at both Esso (now Exxon Mobil Corporation)
and the Itaipu Hydroelectric Plant. The latter position as advisor to the
Technical Director provided Haroldo Jacobovicz direct exposure to public sector
technology challenges, particularly regarding the bureaucratic hurdles of asset
immobilization required for computer acquisitions.
Innovative
Solutions for Government Technology Access
After four years
observing these constraints at Itaipu, Haroldo Jacobovicz established Minauro
with a targeted solution for public agencies: computer rental and maintenance
with four-year contracts, equipment replacement every 18 months, and included
maintenance services. This approach circumvented
asset immobilization requirements while providing access to current
technology.
The model proved
successful, winning numerous bids across Brazil’s South and Southeast regions.
Haroldo Jacobovicz expanded the business model by incorporating software
solutions through strategic acquisitions of companies Consult, Perform, and
Sisteplan.
The
e-Governe Group: Comprehensive Public Administration Solutions
These acquisitions
formed the foundation of the e-Governe
Group, integrating hardware services with specialized software for tax,
financial, administrative, health, and education management. Under Haroldo
Jacobovicz’s direction, this consolidated operation became a national reference
for IT solutions serving public authorities.
The group’s continued
operation across numerous Brazilian municipalities today demonstrates the
sustainability of the model Haroldo Jacobovicz pioneered. By addressing
specific public sector constraints with tailored technology solutions, he
facilitated governmental access to digital transformation tools that might
otherwise have remained inaccessible due to bureaucratic restrictions.
Broader
Impact on Brazilian Public Administration
The solutions
developed through Haroldo Jacobovicz’s companies have contributed to
modernizing Brazil’s public administration across multiple levels of
government. By providing both hardware infrastructure and specialized
management software, these systems have supported more efficient public
service delivery in areas ranging from taxation to healthcare and education.
This approach
illustrates Haroldo Jacobovicz’s ability to identify sector-specific challenges
and develop practical solutions. His recognition that public agencies faced
unique constraints in technology adoption led to business models specifically
designed to address these limitations while providing access to contemporary
digital tools.
Continuing
Innovation for Public Benefit
While Haroldo
Jacobovicz later expanded into telecommunications with Horizons Telecom (2010)
and computer virtualization through Arlequim Technologies (2021), his work with
the e-Governe Group established a foundation for public sector digital
transformation that continues to impact Brazilian government operations.
The virtualization focus
of Arlequim Technologies offers additional potential benefits for public
administration, potentially extending the useful life of existing government
computer systems through performance enhancements rather than complete
replacement—an approach that balances fiscal responsibility with technological
advancement.
Throughout these
ventures, Haroldo Jacobovicz has maintained his core mission: transforming
ideas into solutions that improve management, productivity, and development,
ultimately contributing to a better world through practical technology
applications.
